KENNEBUNK — A newly-proposed RSU 21 district budget that decreases the local tax burden by approximately $768,000 will be put before voters during a June 14 referendum.

The amended $35.7 million budget was passed by a 6-5 vote during a contentious RSU 21 Board of Directors meeting Friday, May 27, at the Kennebunk Elementary School.


District voters rejected the proposed budget May 24, along with the Thornton Academy Middle School contract buy-out and a new cost sharing agreement. Only the budget — which lost by a slim 51 percent to 49 percent margin — is being put back before voters.

The new proposal's revised impact on taxpayers: Arundel would see a 4.54 per cent increase or $59.87 per $100,000 of assessed value, and Kennebunk a 1.15 percent increase, or $16.45 per $100,000. Kennebunkport would see a decrease of 1.33 percent, for a drop of $8.41 per $100,000.
The board made two adjustments at the May 27 meeting. First, it reduced health benefits by $100,000, a move made possible when the district's health insurance provider lowered its projected rate of increase from 10 percent — the figure used to calibrate the original budget — to 6.5 percent. The change will not eliminate any staff or programs.

The board also wants to apply $1 million from the district's undesignated fund balance to next year's budget — a stop-gap measure that reduces by $668,347 the amount raised by local taxes but pulls down the undesignated cash reserve to what some say is an unacceptably low level.

Originally, only $339,900 would have been applied to next year's budget, saving $1.2 million in the fund for the TAMS buy-out.

Finance Committee chairman Kevin Knight told the board that the new figure was chosen because it leaves $500,000 in the undesignated reserves.
"And we felt $500,000 is a reasonable number," he said.

RSU 21 Superintendent Andrew Dolloff warned that reducing the undesignated fund will cause "a significant challenge to next year's budget process."
Director Jack Reetz said the board should retain somewhere in the range of 3 percent of its budget in the fund, a figure recommended by the state of Maine, to deal with probable restrictions in state and federal funding in the year to come.
"Taking a one-time pain relief pill for this year is not prudent or financially responsible," he said. "We need to look longer term."

The meeting took a confrontational turn after Director Dan Pleva indicated that using undesignated funds was preferable to asking taxpayers to pay more. He then questioned whether the board had taken a hard enough look at staffing issues in the context of falling enrollment.

"Those are kind of hard choices we have to spend time looking at," he said. "I don't believe we did those things."

Chairman Norm Archer asked Pleva if he was suggesting that the board had simply "been whistling Dixie until the election."

Director Matt Fadiman said hundreds of hours had gone to long-term planning.
Fadiman then said he "didn't know if drawing down the positive fund to only $500,000 is responsible," saying, in addition, that the undesignated positive fund balance "is not just a piggy back that we can draw from when we need to."
Director Ed Geoghan called for using the $1.2 million that would have gone to Thornton Academy to offset current tax demands. He read from a 2010 audit stating that the district is in good financial health with an "unrestricted" fund balance of over $5 million.

Several board members protested, saying that an unrestricted fund is simply a snapshot way to say how much money is in the bank at a give time — money that gets used to pay salaries, for example. Undesignated funds accrue over time and are used to mitigate unforeseen cash flow problems.
"You're just taking numbers out of context to make it sound like we have deep pockets that we don't have," Knight told Geoghan.

Director Bob Domine then took aim at Pleva, while ignoring calls to order.
"It's very frustrating to have you sit here, Dan, and ask questions as though you've never ever been here," Domine said.

Domine then told Geoghan he was giving him a free accounting lesson, and proceeded to explain the nuances of fund accounting.
"Frankly if we can't get this board to understand this stuff and if we can't communicate it to the electorate, then our votes mean frankly nothing," he said.
Domine continued, "If anybody here thinks the budget or TAMS vote was a referendum by the entire community then you've got rocks in your head. This vote was about politically who was better at mobilizing a group of people to come and to vote at the polls."

He said the TAMS issue should be put back to the voters and community members with school-age children rallied to support it "rather than a slice of the community that frankly has nothing better to do."

Pleva at one point suggested the board had a communication problem.
"The fact that the townspeople of Arundel in part were not listened to by the board did drive them to vote the way they voted," he said.
Director Leia Lowery said the board had bent over backwards to be transparent and to invite public participation.

"We have to budget sensibly and sometimes that means putting in some padding so that we protect the very students that we are supposed to be representing on this board," she said.

Diane Robbins, a candidate for an RSU seat, spoke up from the audience saying that the board's actions have been irresponsible, and that many area residents don't have the money to shoulder increased taxes.

There will be a budget validation meeting at 7 p.m. Tuesday, June 7, at Kennebunk High School.

  1. No wonder why kids are behaving so poorly. The treatment Ed and Dan got was disgraceful. Mr. Archer should also take into consideration that he was one of the leaders in the bullying, and allowed Mr. Domine bully Ed and Dan....

  2. Does the school board know their role and responsibilities??? Based on there continued aggressive actions on facebook, televised meetings, I would say no.

    If the town board of selectmen were participating in such activities, would anyone deem it proper, or legal? I dare say the town's legal counsel would tell our BOS that such actions are improper, and that they shouldn't be participating in the Facebook page discussions.

    Why do some RSU 21 board members seem to think they're an exception, to both state law and their own Code of Ethics?

    Any elected official engaged in these kinds of improper activities should answer to the public at voting time - but long before that, to the Attorney General's office.

  3. The Code of Conduct is something that they really do not follow...they don't play by the rules, they make them up as they go along....I call it not playing well with others! I would also have to say that Selectman(Woman) Velma Hayes has participated in the Unity Page, and took a strong stance in Augusta again withdrawing from RSU 21. Thanks for helping RSU 21 screw us over Mrs. Hayes! I woud hope that we clean the boards, starting with RSU 21. We've been handed some lemons, and we need to make some lemon-aid prior to withdrawing from RSU 21, or things in Arundel will never change! They are such bullies that they believe that they have done nothing wrong, and every decision that they have made, they feel good about it! What about what they have done to Arundel? They've drank the Kool-aid, now it's time for some Hawaiian Punch!

    All conversation is directed towards the moderator....so you'd just approach the mic and say, "I call the question." The moderator will handle it from there.

    CALL TO ACTION.
    I sent this last week when there were less than 100 members. Now there are around 300 (yea!!!). So here it is again for those that are new - and for those that have yet to ask others to attend....
    Do you know how to multiply??? Well guess what? just attending the May 10th district budget vote at KHS is not enough!
    TODAY"S CALL TO ACTION is to invite others to go as well. Do any of you remember the 1970's shampoo commercial where one person told two others...and those two, told two more..and so on, and so on?? Well in statistics, this is referred to as the "exponential curve" and it is powerful!!. Come on folks, YOU HAVE THE POWER, BUT ONLY IF YOU TAKE ACTION.

  6. Pleva ran for his seat claiming he wanted better communication. He is on the communications committee. Yet he asks questions like he has no clue what's going on. Robbins is running on a platform of communications. Doubt she will be much better. She was on the cost shareing committee and acted like she had no clue. It would have saved the very tax dollars she and her neighbor so very much need to save yet she did not support it. This site sucks.

Based on the insight provided into the two names mentioned in the above comment one might read between the lines and think that the previous comment was posted by an upset member [bully] of the school board and cost sharing committee...The tone is very similar to the comments posted in the seacoast story. Good luck with your public service!

  9. No I am not a member of the board rather an Arundel citizen who truly cares about Arundel. It is quite clear those who are running this site and speaking so negatively about the board are truly looking out for tams. Deny if you may but given the amount of people expressing interest in MSK coupled with comments from tams supporters scared tams would close clearly shows the buyout was much less of a gamble then taxpayers were led to believe. Add to it that the cost sharing would save money to our town and was defeated by very close to the same numbers in Arundel suggests the tams supporters rallied enough people to vote no on everything. I am sure we will not see the tams vote again and only hope all the tams supporters and those who claim to care about Arundel will show they care by doing right for MLDay and the taxpayer in future votes.

  10. If you truly care about Arundel, you should really do some homework. Read through minutes of the Board of Selectmen, pick up a town report book, and see where your town is headed. The interest in MSK was the minority of the town. The buy-out is a gamble. Based upon the RSU 21 survey, and history of those who showed interest going to MSK, 11 of the 19 are there now, 2 special ed, bringing the number to 13. Realistic eyes, TAMS is more cost effective than MSK. If you figure tuition/special ed/busing, and RSU 21, TAMS cost per pupil is still less. Arundel has sat back quitely and waited to see what was going to happen. If you truly are from Arundel, and truly care about your town do some research, and some simple math, and find out town employees haven't gotten raises, the fire dept. is in need of equipment, and the roads are getting worse....all of which Arundel didn't fund prior years because of RSU 21 increases. We always hear, next year it should go down, it never does. If it's the Unity site you like better, go back to the Unity site, you have a choice to come here or not.

  11. No question is a dumb question, and maybe sometimes a question is asked to get the truth. If one is upset because of a question, you should be asking yourself what it is that you have to hide. So many times the statement has been made by numerous board members, "To be honest...." Curiousity has me, what is it that they are being dishonest about.

  12. In response to the post @12:14 above. Why do you continue to bully people with differnet opinions? Maybe you don't want people like me on this site, because you are concerend I make more sense than you. You must have one of the kids, that stole signs or bullied kids on the bus. Or one of the parents who bullied the taxpayer to think this was all controlable by voting no. I have done enough homework to know and understand the RSU is spending less money than they did 2 years ago. The increase in the assement to Arundel is due to the state cuts. Those that continue to say the RSU is driving costs up in Arundel are the ones that need to do more homework. Take a look back at the education numbers from the years leading up to RSU21. The state was steadily increasing aid to Arundel, just as our budgets steadily increased. Then, the state stoped the increases, and began the decreases. Given the vast majority of the school budget was tuition, MLD was hit hard. They could no longer be hit. As it was, the building was falling apart, and our programming was defecient. What kind of support did this town provide the teachers? So ask yourelf honestly. Do you support the good of ALL Arundel, or TA?
    As for services in this town. I agree we need to fund the fire department or maybe we should contract it out just like we do for 6-12 grades? I am sure roads need to be worked on, but realy should it be a top priority? If it is a bad road, slow down. If it is a dangerous road, then lets fix it. I think what we have is a group of TAMS supporters who run their mouths for their cause. Do your homework if you care about Arundel and you will see the buyout would have saved money to the RSU and the three towns, at the same time providing the choice this town apparently cares so much about. For now we will have to wait for a few years before we can say I told you so. By then most of the current TAMS supporters will have gone through the system and not realy care anymore. Then again, deep down the TAMS supporters know there would have been a mass exedous to MSK, or else they would not have been concerned the school would have closed.

  13. The RSU budget is an RSU budget that the RSU presents. Only the RSU is accountable for. I do not really have to answer to you, as my opinion is my opinion and we obviously do not agree, and my opinion tends to be with the majority of Arundel. So really it is you with the problem, and maybe it is you that is the bully.

    Contracting out with the FD would cost the town millions for each of the surrounding towns, and you could anticipate every homeowners insurance costs to increase approx. $1000.00. MLD is not the only building with in the RSU that has been neglected, look at MSK where teachers are so ill that they are on steriods for the rest of their lives, or KHS...where it's not up to par with code. What you do not get is when we neglect our town services we are neglecting our town, and the cost increases annually when we do so. People like you increase my taxes, and put people out of their homes. The thought process behind people like you are oh well, if they can't afford it go to the State of Maine for help. What you don't get is that it is your money. Maybe you are the one who threatened to sue RSU 21, maybe you are not. If you are so willing and so eager to spend the money, please write out a check to RSU 21 for the extra amount that you are willing to spend. I am not willing to put people out of their homes, and make them more reliant on government because they can't pay their tax bill. You are not worth my time, energy, or the breath that I breathe, so I will no longer respond to you. Have a nice day!

  14. To the post June 8 @ 6:51 AM, you are making an assumption that kids stole your signs, and that TAMS kids bullied on the bus. Grow up! When one points their finger at someone do not forget that you have 3 fingers pointing back at yourself. I would never interfere with the democratic process or make accusations about someone. Not cool, and really do your homework before you make any assumption of what is going on in our town. I hope to see you at town meeting!

  15. Read the Arundel Arrow that was in all of our mailboxes, and you can see what RSU 21 has done!!! The truth, the facts. Rock on Arundel, and lets get out of RSU 21, and form our own AOS.
