Missing Barnstable man believed dead
Family and friends of a 23-year-old Barnstable man who disappeared 10 days ago in Maine appear convinced that he is dead.
In
an obituary in today's Times, Prescott Wright's family describes him as
"a lover of people" and a "builder of boats" who lived for the water.
Wright and Zachary Wells, 21, of Burlington,
Vt., disappeared early in the morning on Dec. 20 from a gathering at
Wells' home in the coastal Kennebunkport village of Cape Porpoise.
Both men attended The Landing School in nearby Arundel, Maine.
After
they didn't show up for classes, the search for the men focused on
waters around Goat Island, little more than a mile from Wells' home.
On
Christmas Eve, Maine Marine Patrol found two life jackets, two pairs of
jeans, a jacket, a sweatshirt and footwear on the island.
After
the discovery, police, marine patrol and the state's dive team searched
the water around the island using a plane and side-scan sonar,
according to police.

Police call off search for Arundel Maine Students!
- Zachary Wells and Prescott Wright last seen at
house party on Wednesday - Did not turn up to classes on Thursday or Friday
- Left their phones, wallets and vehicles at the house
- Police do not suspect foul play but searches have turned up nothing
Rescuers say they have searched every inch of the waters off Cape Porpoise in Kennebunkport and have found only a set of clothes that may have belonged to one of the friends.
Zachary Wells, 21, and Prescott Wright, 23, were last seen drinking beer a home in the seaside community on December 19.

On December 8, 2012, Cassandra Smith, 24, of 2124 Sanford Road, Wells, ME, was charged with Operating After Suspension pursuant to a motor vehicle stop on Beach Avenue. She is scheduled to appear in Biddeford District Court on March 20, 2013.
On December 8, 2012, Stacey Ames, 31, of 24 Cat Mousam Road, Kennebunk, ME, was charged with Operating After Suspension after she was observed operating a motor vehicle on a public way. She is scheduled to appear in Biddeford District Court on February 20, 2013.
On December 10, 2012, Daniel Walsh, 48, of 330 Center Street, Wolfeboro, NH, was arrested for Violation of a Protection Order after police received a complaint in reference to his contact with a protected party. He was transported to the York County Jail, and is scheduled to appear in Biddeford District Court on January 23, 2013.
On December 10, 2012, two sixteen year old Kennebunk, ME, juveniles were charged with Illegal Possession of Liquor by a Minor after police investigated an incident regarding underage drinking. The juveniles are scheduled to appear in Biddeford District Court on February 7, 2013.
On December 10, 2012, a seventeen year old Kennebunk, ME, juvenile was charged with Assault after police received a complaint from a victim and conducted an investigation. The juvenile is scheduled to appear in Biddeford District Court on February 7, 2013.
On December 10, 2012, Denise J. Sillon, 58, of 476 Shapleigh Corner Road, Shapleigh, ME, was charged with Engaging a Prostitute following an ongoing department investigation. She is scheduled to appear in Biddeford District Court on February 20, 2013.
On December 13, 2012, Walter Grider, 29, of 153 Sabattus Road, Lewiston, ME, was charged with Unlawful Possession of Scheduled Drugs, Possession of a Usable Amount of Marijuana, and Sale & Use of Drug Paraphernalia after police responded to the parking lot of CVS Pharmacy and investigated the report of a suspicious male. He is scheduled to appear in Biddeford District Court on March 6, 2013.
On December 15, 2012, Calvin Storey, 46, of 156 Newfield Road, Shapleigh, ME, was arrested and charged with Operating Under the Influence after police received a report of a motor vehicle crash on Webber Hill Road. Storey was transported to the York County Jail, and is scheduled to appear in Biddeford District Court on February 20, 2013.
On December 16, 2012, Robert McManama, 61, of 57 Valley Road, Kennebunk, ME, was arrested and charged with Operating Under the Influence after police received a report of a motor vehicle crash on Western Avenue. He is scheduled to appear in Biddeford District Court on February 2, 2013. McManama was again arrested by police
On December 18, 2012, and charged with Violation of Conditions of Release after police responded to the residence for a welfare check. McManama was found to be in violation of his current bail conditions, and was transported to the York County Jail.
On December 19, 2012, Joshua Patten, 21, of 1641 Bayside Road, Trenton, ME, was charged with Operating After Suspension pursuant to a motor vehicle stop on Webber Hill Road for a traffic infraction. He is scheduled to appear in Biddeford District Court on March 20, 2013.
On December 20, 2012, Nikolas Coogins, 20, of 12 Lambert Street, Biddeford, ME, as well as a fifteen year old Biddeford, ME, juvenile were both charged with Criminal Mischief after police received a complaint in reference to individuals spray painting a portion of the Main Street bridge. Coogins is scheduled to appear in Biddeford District Court on March 6, 2013. The juvenile is scheduled to appear in Biddeford District Court on March 7, 2013.
On December 21, 2012, Jeremy Boisvert, 38, of 12 Day Street, Apt. 205, Kennebunk, ME, was arrested and charged with Aggravated Domestic Violence Assault after police were called to the apartment to investigate an assault. Boisvert is scheduled to appear in York County Superior Court on January 9, 2013.

The state tried to tackle the too-many-superintendents problem in 2009, with a law requiring small school administrative units to consolidate into larger ones. The idea was that fewer, larger districts would mean fewer superintendents and other central office positions. Money would be saved by pooling resources, and successful education programs in one school could be shared with its new district-mates.
Not everyone complied, but in the end, 41 new districts were created and 39 former districts already were big enough to be compliant under the new law. By 2011, only 56 units were not compliant.
But the consolidation effort seems to be fraying. This year — the first when towns are allowed to leave those new districts — nearly one-third of the districts created under the consolidation law have faced withdrawal efforts as member communities seek to leave their Regional School Units and go it alone.
Of the new districts created by consolidation law, 14 faced withdrawal bids from one or more towns in 2012. Additionally, nine RSUs that were simply rebranded by the law, which were functionally the same as their preconsolidation districts, also faced withdrawal bids.

State police: Threat to Maine schools 'baseless'
State police said rumors of a threat on Facebook are "baseless."

"We've chased baseless rumors throughout the past 24 hours and found no credible threat directed at any Maine school," Col. Robert Williams, chief of Maine State Police, said in a statement Thursday afternoon.
Police and school officials in southern Maine have been responding to reports of a threat to schools that circulated on Facebook.
School officials in several districts have stepped up security for Friday, the day reportedly mentioned in the threat.
Gorham police will hold a press conference at 3 p.m.
Andrew Dolloff, superintendent of Regional School Unit 21 in Kennebunk, said Thursday morning that Gorham officials had told him they had not seen the message, and that the information was coming from Facebook posts talking about the threat.

RSU 21, Wells-Ogunquit schools review safety after Newtown massacre
KENNEBUNK — School administrators spent the days
following the tragedy at Sandy Hook Elementary School creating a plan
to best meet the needs of their school communities, and making plans to
revisit safety procedures.

Superintendent Andrew Dolloff kept in touch with the RSU 21 community
through the AlertNow system after a gunman forcefully entered the Sandy
Hook Elementary School in Newtown, Conn., killing 20 students and six
adults last Friday, Dec. 14. Dolloff shared the sadness, anger and
confusion many are feeling after the horrific events, but at the same
time moved towards proactive and cautionary measures within the
district.
“We realize that this wasn’t in our community
that this happened, but it could have been and that’s what really brings
it home is that little children were murdered and families were torn
apart and it was in a community not far from here and not unlike our
community,” Dolloff said Monday.
Safety measures are in place for RSU 21 facilities to minimize the likelihood of a similar threat, Dolloff said, including a single point of entry, visual control from each school’s office, and a comprehensive crisis plan that involves drills for evacuations, lock-downs and other scenarios.

A recent opinion piece, "Creating a small business tax loophole would only serve millionaires," wrongly suggests that a proposal by Sen. Susan Collins to impose an additional tax on millionaires and billionaires is a giveaway to the rich.
This means putting more Mainers to work.

The bill authorizes $412 million for depot maintenance at National Guard repair sites, including the Maine Military Authority in Limestone; $6.9 billion for procurement of 29 Joint Strike Fighter aircraft — components for the F-35 are built at Pratt & Whitney in North Berwick and at General Dynamics’ facility at Saco Defense; and $606 million in funding for research and development for the CH-53K marine helicopter. Hunting Dearborn in Fryeburg manufactures the rotor shaft for this helicopter. In addition to funding for procurement of the Common Remotely Operated Weapons System, or CROWS, portions of which are building in Biddeford, South Paris and Arundel, the bill also authorizes $232 million for research and development of aerospace propulsion systems. The University of Maine conducts research on new propulsion and power technologies.

ARUNDEL — Before hitting the department stores in
search of cozy knits and snow gear, you might consider buying your
socks, hats and mittens from an alpaca farm in Arundel.
The
alpacas that live on the 10-acre property each have a name and their
own personalities and owner Pam Drew treats them like domesticated pets.
By day, Drew is the treasurer at Kennebunk
Savings Bank in Kennebunk, but in 2001, just one year after moving into
her home on Limerick Road, she became the happy "mom" to three alpacas.
"You
don't find that combination everywhere but it has worked for me," Drew
said of balancing her day job and farm obligations. "I grew up in
Arundel and I'm trying to make a Maine product."

Cost sharing to go before voters in April
KENNEBUNK — Voters will have their say on the newest cost-sharing formula in early April, according to a vote of the RSU 21 Board of Directors this week.
During its meeting on Monday, Dec. 3,
the board voted to put the proposed cost-sharing formula to voters
before April 15, and preferably with a referendum vote on zoning
ordinances being planned in Kennebunk.
The proposed formula, which has been supported
by the board and was created by a subcommittee, must pass by a 2/3
margin of the voters present, Superintendent Andrew Dolloff said.

BIDDEFORD - The first wave of men who were publicly named weeks ago as alleged "johns" of former Zumba instructor Alexis Wright in Kennebunk's still-growing prostitution scandal are due to appear in court to face charges Wednesday after weeks of waiting.
Kennebunk police released their 21 names in mid-October after issuing criminal complaints against them, each on a charge of engaging a prostitute. Police have since released dozens more names as part of their biweekly arrest blotter.
Reputations have been tarnished since police began releasing names, and many may want the scandal to go away as the day of their first court appearance passes.
But that's not likely, according to defense attorneys for Wright and her alleged co-conspirator, Mark Strong Jr.

Kennebunk police released their 21 names in mid-October after issuing criminal complaints against them, each on a charge of engaging a prostitute. Police have since released dozens more names as part of their biweekly arrest blotter.

Arundel man arrested on drug charges
BIDDEFORD, Maine (NEWS CENTER) -- An Arundel man has
been arrested by drug agents and state police after authorities found
crack cocaine, heroin, and a significant amount of cash stored in his
car and house.
Maine State Police spokesperson Steve McCausland says 30-year-old Christopher W. Carbone from Arundel was arrested Friday afternoon in the parking lot of a Biddeford convenience store.
